Atmospheric Absorption: numerical tests
Verifies the JS port of ISO 9613-1 against the SPEC §5.1 reference table
to within 1% relative error, plus the SPEC §5.2 relaxation frequencies and
the SPEC §5.1 peak-RH sanity check.
